Large companies buy from a narrow set of vendors because the rest of the market cannot meet a specification, hold a quality standard, raise an invoice or take a repeat order. Rural producers stay outside the procurement gate for want of readiness, not want of skill. Your CSR rupee pays for the work between a producer group and a purchase order: formation, costing, quality records, statutory registration, packaging, and the first buyer meeting.

Where this sits in your CSR policy

Four Schedule VII heads, one programme, one implementing partner. GAMSME runs the demand side. The School of Livelihood and Rural Development (SLRD), with 23 years in the field and offices at Bhopal and Guwahati, runs delivery on the ground, with sustainability and eco conservation built into every cycle.

The return your board will recognise. A vendor base in the districts you source from, or want to source from. Local supply shortens your chain, lowers freight, and gives your sustainability report a supplier story with names, volumes and prices behind the numbers.
If you are a PSU or CPSE. Public procurement policy sets 25 per cent of your purchase from micro and small enterprises, with 4 per cent from SC and ST owned units and 3 per cent from women owned units. The shortfall against these targets is a supply problem, and readiness fixes supply.

Adopt a cluster

The full 24 week cycle in one district: buyer requirements gathered, readiness clinics run, enterprises formed and registered, quality records built, and supply agreements signed.

Named as cluster partner, with quarterly reporting on every enterprise.

Sponsor a Sangam

The buyer connect finale where enterprises and buyers negotiate in the open, with banks, the district administration and scheme officials present.

Title association at the event, and first access to every supplier in the room.

Sponsor training and skills

One to three day entrepreneurship and skill programmes delivered in the cluster and in the local language, through empanelled local professionals.

Per programme costing, with certificates, attendance and outcome data returned.

Fund an enterprise line

The equipment a specific enterprise needs to trade: grading and packing, ice and cold chain, feed or processing units, and testing and quality documentation.

Asset owned by the enterprise, traceable to a named unit and a named buyer.

Start at any size. Each unit is costed and shared before you commit. Funds are received and accounted by the School of Livelihood and Rural Development, and statutory registration documents are shared on request.

Reported quarterly, on numbers a buyer and an auditor both accept.
